I don't know how much this helps, I found the uaccess.h file in the 
kernel source package for the kernel I was running:

$rpm -q --whatprovides /usr/src/linux-2.4/include/asm/uaccess.h
kernel-source-2.4.18-24.8.0

Maybe your configure didn't find the kernel source files?? What is the 
last compiler command line before it complains about the missing file?
