I sent an email to the webmaster of GNU to see whether it is possible to use 
the same system of other websites that do support translations.

These pages use GNUN (https://www.gnu.org/software/gnun/) to generate .pofiles 
of HTML pages and to make their translations. What is really useful is that it 
sends email notifications translations maintainers to make changes when they 
are made in the original page.
