www.gnu.org/savannah.gnu.org now have a GNATS/gnatsweb installation at
<http://bugs.gnu.org/cgi-bin/gnatsweb.pl>, and for example the GNATS
project itself has been moving it GNATS database from sources.redhat.com
to bugs.gnu.org when moving the whole project.

Both the sources and savannah admins have been very helpful back then,
so I suppose this would also work in your case.
