I just unmerged and remerged texmacs on my gentoo system and didn't run
into any trouble font-creation-wise. I tried running mktextfm and got
the same message as you did - when I ran it as root, however, it worked.
Of course you are not supposed to run texmacs as root (I don't either!)
but perhaps generating those fonts manually as root might help?
