It is at
ftp://ftp.debian.org/debian/pool/non-free/j/jpeg2ps/

I don't mean to introduce a dependence on a non-free library. Also,
jpeg2ps is a utility, not a library. But it would be nice if TeXmacs could
detect jpeg2ps in the $PATH and, if present, call it to convert
<some_file>.jpg to <some_temp_file>.eps, to be displayed by ghostscript. I
don't think this is a problem; TeXmacs can call a lot of non-free
software, but all of it is optional.

By the way, I forgot one more way to convert jpeg files to eps, and it is,
perhaps, much more standard. ImageMagick (which is included in all Linux
distributions) contains the utility convert, and it can do this. So,
TeXmacs can also check if convert is in the $PATH, and call it if
available.
