How can  I test this ?  I have only one  mimencode on my  system. If I
replace it by a modified version that dumps what it receives to decode
into some file,  I get the dump as expected.  Therefore, root seems to
use the "same" mimencode.

The problem is really in the communication between tramp and mimencode
since small chunks of characters are discarded every 50 lines.
