The AI recruiting problem has been here for ages,  it was already
present in 0.7.9. I'm not against the idea of backporting fixes when
they are worth it, but I don't know of any bugfix even remotely
important in the CVS (it's one of the reasons I consider 0.8.11 a good
release).
