That's my impression as well.

No, I think it's just normal: if/when you want to use Emacs as a WYSISYG
editor, it'll have to be in a dedicated (set of) modes.  Those can then
provide bindings like the ones we currently have under M-o.  But having
those bindings in the global map just doesn't make much sense.
