Have you been a gatekeeper?  This once-and-future gatekeeper wants to
_never_ see non-conforming submissions, and has spent a lot of effort
on tools so he and the people he works with can produce conforming
submissions with high reliability.  Ie, I'm no longer sure how I feel
about tag-lines now that most of the warts (IMO, YMMV) have been
fixed.  But if I had to help manage workflow with Andrea or Davide,
who hates to see tag-lines, I would certainly jump at a configuration
that made them no-ops at worst, and maybe even errors.

I don't think that the explicit option should go away.
