As for the question, I don't think it misleads anybody.  There are a
number of people (who in the most obstinate cases have been given
_personal invitations_ to come check out arch ;-) who have very strong
opinions about their needs, and they find some of the implications of
tagline undesirable.  I don't see much argument about tagline from
most people.  What's the problem?

Definitely not that.  Mixed mode operation (some files explicitly
tagged, others containing taglines) is probably a bad idea.
