I must apologise for the email you quoted above; I seem to have interpreted 
Tom's email incorrectly his quick reply (the top line in this email) had a 
'you' in there which implied the funtionality was indeed not in tla, but 
you don't really need it anyway
I should have read it as an "I think we provide all the functionality cvs 
provides"

To answer your question; I think that the proposed way of doing ACLs would 
work; although it seems a bit hard to maintain. But I will have to try 
first, naturally.
