What would you do if the archive was already registered at another
location, eg. perhaps a mirror for instance.

I guess you could:
1. Re-register at new location.
2. Just use existing registered location.
3. Complain with an error.

My thoughts:

1. Sounds bad, if this is a duplicate archive with the same name
(perhaps deliberately created without you realizing), you may have
re-registered your archive to this foreign archive, and may even be
tricked into committing there.

2. Isn't as bad as 1, but could be confusing all the same.

3. Probably the safest, but doesn't exactly help the user.
