the FSF licensing manager is in charge of the FSDG - in 2018, the
work-group was formalized as an integral part of the endorsement
process - the work-group itself has no manager - anyone may
participate, without asking - just join in, and share your
findings

for each evaluation, a manager is elected for that one
evaluation - there is a protocol to follow, and the manager
should double-check the findings of the reviewers - everything
is explained on the wiki
