Sorry for the delayed reply here.

First, re vcdimager: as another GNU package, it should be updated to
GPLv3 too :).

Second, re packages that use libcdio: assuming they are licensed as
GPLv2 or later now, no, they are not forced to update their own
copyright statements.

It is true that the final binary created by compiling such a client
against a GPLv3+'d libcdio would be available under GPLv3 or later, and
the client sources are, technically, being used as "GPLv3".  This is not
a problem, since the licenses (GPLv2+ and GPLv3+) are compatible
(because of the +).

Basically, the only reason not to do an immediate license upgrade is if
there are known to be significant client packages that are (as Peter
implied) GPLv2-only, as opposed to GPLv2-or-later.  It doesn't sound
like there is.

As Rocky said, I volunteered to make the actual changes in the sources,
and am happy to do so whenever ...
