Quoting the Contribuors' Guide, section "3.6.2 Documentation translation 
details":
"Files marked with priority 3, 4 or 5 may be submitted individually."
So in your next patch, you may just submit a complete translation of 
Pitches and lilypond.tely,
plus all other "skeleton" files.
