OK, then let me rephrase: I don't want to force Catalina users to wait for
that to happen in order to use LilyPond *without a package manager*, and I
don't want to force Catalina users to install a package manager that they
don't otherwise need solely in order to use LilyPond.

That is absolutely irrelevant to the present discussion.  If you don't want
to use the .app bundles, don't.
