Create a GPL subdirectory under the snippets directory?

My worry is that if some snippets are GPL'd, people might try to add 
more. If we move them to a GPL sub-directory, the status is clear, we 
can block new additions, and we can contact the authors for permission 
to move them to the main PD directory.
