It relates to the discussion as follows:
— when one wants to align TextScripts above the staff to their baseline(s), one 
apparently uses staff-padding;
— when one wants to align RehearsalMarks (or, probably, MetronomeMarks) above 
the staff to their baseline(s), staff-padding apparently doesn't apply.

Even as a veteran, I find aligning text above the staff a frustratingly 
multi-attempt process — I can only imagine what a beginning user goes through.
