[task #15586] A webpage for Maneage

Follow-up Comment #13, task #15586 (project reproduce):

In the paper, we have mentioned maneage.org, but it didn't point anywhere and
that was annoying! So I just built an empty starting page for Maneage to load
with some minimal explanation. You can see it here: http://maneage.org or
https://maneage.org (the latter has a dedicated SSL certificate).

The repository hosting the webpage is now here:
https://gitlab.com/maneage/webpage (under the Maneage group
<https://gitlab.com/maneage> on GitLab). Pedram, later when you are ready for
us to look into your designed webpage, it would be good if you move it into a
fork of this repository ;-).
