Works for me with rsync, may be you are missing the right option,
could you try:

mkdir FreshCleanDir
cd FreshCleanDir
rsync -av rsync://cvs.sv.gnu.org/sources/backup-20090429/tsp tsp-20090429
rsync -av rsync://cvs.sv.gnu.org/sources/backup-20090529-incomplete/tsp
tsp-20090529-incomplete
