I'm afraid your hope is in vain.  Reports like Vincent's and yours
appear to be standard for everything Digikey ships through UPS into
Europe.  Look into <news:de.sci.electronics>.  Thus, the "free of
charge" shipping policy of Digikey is essentially pointless outside
the US.
