        Haven't you made @smallfoo always use small fonts?  I guess
that is more explicit in the long run and should work better.

        OK.  How about this?  @smallbook redefines @foo to use the small
fonts, and @smallfoo to use smaller fonts.  That way, examples should
fit on the page no matter what.
