Hmpf... more bad news, the other file
(windows-dependancies-pingus.zip) was also broken (most likly
incomplete). I'll suggest you create yourself an account at
https://savannah.gnu.org and mail me your account name, I can than
give you access to the files section there (no upload limits, etc.).
