That seems strange indeed. Also because if XYpic works then both python and 
latex should be visible from TeXmacs.

You can also try to run

(url-exists-in-path? "latex")

in a scheme session. It should return #t to signify that latex is indeed 
visible from TeXmacs.

Note also that you can have access to the TikZ package and also to other 
LaTeX-related packages via the "Graph" plugin (see the associate Help pages for 
specific instructions).
