Yes, but avr-libc is marked broken. It can be built by removing BROKEN
from the Makefile, then building without documentation.

Should only have to build avr-libc which will pull in avr-gcc and
avr-binutils as dependencies. If built with documentation avr-libc will
pull in doxygen and others, and something is broken in that chain. Build
without documentation and the documentation building utilities will be
skipped and all is fine.
