M-x debbugs-gnu, a command you get when you install the debbugs
GNU ELPA package is a decent Emacs interface to doing those
things, with autocompletion, etc.  It probably requires Gnus, but
isn't Gnus (but didn't you use Gnus?) It's a bit slow IME, but not
impossibly so.
