That's true.  It isn't necessarily bad for a package to bind C-xLETTER.

However, binding any of the remaining C-x LETTER keys is a digificant
change,  A package which binds one should be prepared to see that
key get an important global binding, which would not quite compel
a change in the package, but almost.
