Yes, that would be the case, by design.  One or two keymaps would be 
created, which anyone could move to another key if need be.  The point of 
the proposal is to discuss the default bindings of that keymap/these 
keymaps.  Without sensible default bindings, there's no point in creating 
such keymaps.
