There is no web interface for creating new mailing lists, they are
created by:

./newlist --help
Create a new, unpopulated mailing list.

Usage: %(PROGRAM)s [options] listname listadmin-addr admin-password


So, it seems that it would be possible to wrap it with a CGI, or wait
until they include it in Mailman, at least it is in the wish list:

    * Full creation, deletion, renaming, etc. of lists through the web
      (and email?), including fixing aliases file updates.
