If they are some kind of "associate", I'm not sure we would treat them as
members at all. That would mean that the fee (if there was one) would be
discretionary, and would solve the voting issue. If we're after 
marketshare (crude term, I know ;) then we have to look at the whys of
this - i.e., we're doing this to market to this people, to inform them, etc.
If it's purely a web-based thing, there's no need for any kind of fee at all
(except obviously we want to make it easy to donate ;)

BTW, I'm not sure we constitutionally have any concept of membership other
than full membership.

As regards fsf-online, I don't really know anything about the project. Lack
of code is not necessarily a problem - we have access to coders, so it's a 
matter of when rather than if (if we decide we want to do it), so long as
people don't mind it coded in languages other than Python ;).

It's probably worth pointing out that our current online forays have been
reasonably successful - the online membership form, for example, has been
completely unannounced, but quite a few people have signed up through it.
I know that this may have been skewed by the publicity for AFFSAC, but
it does seem to have been a worthwihle endevour. So, I would be willing to
spend time on something like this if people thought it would be worthwhile.
