Legally they are free to do this.  See

not mean it is right or legitimate, just lawful.

However, we are wandering away from the issue.

The question is not what other people do, nor what people can legally
do.  The question is what is right for you to do.

    Anybody, using GNU tools realises, that he is using GNU tools, such as 
    compilers, for instance, and gives his credit for that.

GNU is not a collection of tools, GNU is an operating system.  See
http://www.gnu.org/gnu/gnu-linux-faq.html#tools.  People who give
the GNU Project credit for the "tools" are underestimating what we
have done.

However, those people are a small fraction of the system's users.  I
would guess you are judging based on people you know, and they may be
more knowledgeable than most (for instance, they may be programmers).
A quick look around shows the media and at conferences shows that most
of the people who use the Linux-based variant of the GNU system are
entirely unaware that GNU has anything to do with it.
