In my short experience here; when discussions start like this; then
there is never a conclusion. They just slowly stop and no change is made
at the end. I someone insists after some time, the again the same...

In 3 years I have more than 30 examples...

I don't think I understand what you are saying.  You started this
discussion.  If you don't like how discussions happen here, why did
you start it?

I didn't want to start any discussion. I thought that the discussion had
already taken place but I couldn't find it.
My problem is not the discussion itself, not even the final result; but
that when it becomes a "discussion" nothing finally happens FWIS. Either
if it is a general discussion like "modernizing emacs" or a very
specific one like this.

I think Gregory already proposed the best approach, but now people are
arguing about Magit, projectile or philosophical questions.

IMHO, I would prefer that after a deadline you make a decision (even if
it is the opposite to what I expect) and close it. Otherwise it becomes
a never ending collections of emails with no final results...
