I have had another look around, and have come across TicGit-ng. It seems
to be usable, It probably has the advantage over ikiwiki in that its
specifically a issue tracking system, and not a wiki.

But in both cases, either with TicGit-ng or ikiwiki, there are web
interfaces that allow for reporting issues.
